  • Operator Qualification, also called “OQ,” is a non-prescriptive, performance-based regulation, implemented by DOT’s Office of Pipeline Safety (OPS) in 2002. The goal of OQ is to ensure that pipeline employees have the knowledge and skill needed to perform their work functions safely and efficiently and thereby further reduce the potential for pipeline accidents that are attributed to human error.

    In addition to performing routine personnel training, pipeline operators now take the additional step of formally qualifying employees on the work they perform. By making sure personnel are fully trained and qualified to perform the jobs to which they are assigned, pipeline operators are protecting not only the integrity of their pipeline systems, but also the communities and environment along the pipeline routes.
  • The pipeline industry recognizes the importance of having properly trained and qualified personnel performing covered tasks. Pipeline operators’ OQ programs will provide greater assurance that their personnel and contractors have the knowledge and skills needed to perform their work functions safely. The end result is enhanced pipeline safety and improved environmental performance.
